COAP, Inc. is a 501(c)3, non-profit corporation organized in 1983 with the mission of providing safe, warm and dry housing for and with low-income residents of Harlan County, Kentucky.  While it was created and inspired by Jesus' call of love and service to those in need, there are no faith requirements for clients, associates or employees.  

Our clients make at least a small payment based on very low interest rates.  We believe that all of our clients deserve the dignity of telling their friends and neighbors, "I'm paying for this".

Funding for new homes comes from state, federal and private funding sources.  Additionally, COAP also hosts approximately 1000 + volunteers throughout the year to help offset financial costs and provide physical labor with building and repairing homes.
